I must admit I haven't played much of this content yet. But I have experienced the new espionage system and I am not sure if they are successful with implementing an espionage system that is actually meaningful or not.
I feel like every strategy game that implements an espionage system misses the mark. Either it's pointless, so the mechanics go overlooked and unused by players. Or it's overpowered and you have to use it to compete at the higher difficulties or in multiplayer. Or it cumbersome or annoying, or just not fun to use. And I feel like most of all, an espionage system implemented in a Strategy game ends up being very, VERY, frustrating to play against. Because of being spammed by AI sabotage or whatever. And the very nature of espionage is that it's stealthy, and not knowing what hit you, or how to prevent it, or just feeling like you have no control is not fun.
That said, I think the system they have implemented in this DLC has lots of potential. And I think they have avoided many of the potential pitfalls.
