Paradox has actually done what I thought they'd never do: release a game that on launch can actually stand as a complete game. As a result of Paradox not gutting this game like a fish it's extremely fun.

The DLC changes completely how industrial areas work. What were once boring districts that you placed with boring growth are now interesting and interactive. Highly recommended if you like more control over the aspects of your city economy.
