This dlc is a must have if you are into the naval aspects of the game.
The naval designer is fun at first, but in retrospect, it doesn't really add that much to the game. Naval, in general, is not something you pay that much attention to, at least compared to land battles, so a designer for it doesn't really make much of a difference besides it being fun designing your own battleships. The added focus trees are fun though.
Overall, it just isn't worth 20€, and I'd only recommend buying it on sale unless you really like naval combat.
This DLC add some new game mechanics, like naval mines, which are awsome. Designing ships is just a bonus IMHO
