As Chapter II or III were great additions to CK3, I feel less excited about IV. Expanding the map to China is not what I think the game was demanding, and a new government type, though always welcomed, is not improving the deepness of the game, and the organic integrations of subsystems. What I'm looking forward to with more interest is the little "event-pack" DLC, Coronations (as activities are a terrific achievement to the series, and that's what it'll provide us).
So... unless you consider both playing as a nomadic tribe and in China a necessity, I think you'd rather skip this Chapter. It also has some tech issues (its current version is quite unstable), though they'll be fixed more sooner than later.
Good value for all the things they are adding, plus the content promised in this bundle is really really exciting
