The best DLC since Royal Court
Roads to Power adds a lot of flavour to the game, especially to the Byzantine Empire but also to all regions by making adventurers playable characters. As a Byzantine governor, your experience is very different from that of feudal, clan, or tribal vassals; with far more diplomacy, intrigue, and county development (all of which is tied together through the influence system) and far less warfare. Only if you're a governor of a frontier region - required to hold the line before imperial reinforcements arrive - warfare is a common occurrence. And there's no "duchy collecting", as a governor can't hold multiple provinces ("duchies"); but there are other ways to expand your fiefdom at the cost of your fellow governors. All in all, the administrative government feels very different from other CK3 gameplay, but this strength is also one of the weaknesses of this DLC: by default, only the Byzantine empire has this government form and while you can give other countries this form in the game rules this doesn't really fit well. Paradox should improve on this in the coming months, especially before All under Heaven arrives in Q4 2025.
