Europa Universalis IV: Cradle of Civilization
 –

Not needed at all and it's a good thing.

You don't need this DLC to play game at all. It doesn't has any feature that playing without makes game unplayable, but it has a lot of small ones that can make your games more in depth and allows for more freedom in your game. The big features of this game as of more depth to Middle East and army professionalism don't make this dlc worthy in itself. What makes it worthy however is making small changes like promoting advisors, exploiting development or allowing to use missionaries in your vassal provinces. From big features exploting professionalism serves good as additional manpower pool and it buffs Mameluks, so Ottomans don't have so easy start for their blobbing

Europa Universalis IV: Rule Britannia
 –

Nor really neaded

It adds some more depth to British Islands and if that you want then you could get it. Innovativeness is cool feature at first and it is fun to try to keep it as highest as possible, but without good place in Europe it is impossible to keep it high. Coal arrives so late in games that it doesn't change much. You either get some bonus near the end of your campaing thanks to it or you don't depending on your game. The best worldwide feature for me in this DLC is naval missions. It allows to make fleets patrol naval regions or intercept enemy fleets. I rate this at 4 stars as this dlc is cheaper than regular ones, so I shouldn't expect so much from it

Europa Universalis IV: The Cossacks

Brings good change to diplomacy

This dlc main feature is favors and diplomacy around them. It makes some time to adjust to this system as it is different to vanilla and harder for smaller nations at beginning, but it brings a lot of depth to a game and creates a better flow of game.

Europa Universalis IV: El Dorado

Essential DLC

This DLC is often regarded as regional dlc that is built around colonization. Yes this dlc has a lot of features for Americas, but it also has essential features of support independence. Without it is almost impossible to play as vassal or lesser partner of PU. You can get this essential feature in Conquest of Paradise, but in this one you can get other great features (but not as esential as support independence) as changes in America and nation designer. Support independence should be in base gase as it is almost gamebreaking to play without it in current state of a game.
