Stellaris: Leviathans Story Pack

Space Moby Dick

This DLC, while minor, adds massive space creatures that can be fought to gain special rewards. While these "Leviathans" do add another goal for most players, they do become predictable once you've defeated them before. In general, though, this DLC is in no way essential and should be bought on sale.

Stellaris: Ancient Relics Story Pack

Space Archeology

This DLC, while minor, adds archaeological sites that can be found while exploring the galaxy. These sites can give players the namesake "Ancient Relics" which add a lot some powerful bonuses to an empire that has them. In general, though, this DLC is in no way essential and should be bought on sale.

Stellaris: MegaCorp

One of the best DLC

I would put this DLC high on the list of Stellaris DLC because of one main feature it unlocks: the ascension perk "Arcology Project." This one feature allows players to build even taller, as it allows the creation of entire city-planets, and in my opinion, is essential in maintaining a powerful economy into the late-game. The other features, namely the namesake Megacorporations, are also interesting, but I would highly recommend this DLC just for that one ascension perk. For this reason, it really should not be bought at full price. Try to get it on sale.

Stellaris: Lithoids Species Pack
 – 

Silicon-based life

While this DLC is cosmetic, the addition of new features for lithoid species allows players to take advantage of their versatility, especially for colonization. I personally enjoy the playstile that lithoids have, and their portraits. I am not as much of a fan of their ships, but that's just my opinion. Buy this on sale, though.

Stellaris: Distant Stars Story Pack

L-Cluster

This small DLC adds a mid-game goal for most empires, that being the L-Cluster, which can open up vast opportunities and present many dangers. The additions to anomalies are also interesting. I would still recommend that this DLC should be bought on sale.

Stellaris: Apocalypse
 – 

Military additions

This DLC adds a lot, especially to warfare, in Stellaris. What I find most useful is Titan-class warships, which add a new dimension to space combat and serve as effective flagships. The new Colossus-class ships also add the ability to destroy whole planets instead of spending vast amounts of time bombarding a planet into submission. Buy this on sale.

Stellaris: Humanoids Species Pack

Purely cosmetic

While this DLC is purely cosmetic, the portraits and extra ship models it adds are really quite nice. Buy this on sale, though. The ship models themselves are really beautiful.

Stellaris: Utopia
 – 

Major additions

I really enjoy this DLC for the sheer versatility it gives the endgame with Megastructures. The addition of the option to play as a Hive Mind also is very interesting, as it makes the game much more streamlined, as you don't have to manage internal politics within your empire.

Stellaris: Plantoids Species Pack

Cosmetic

While this DLC is purely cosmetic, the portraits and extra ship models it adds are really quite nice. I really like how the Plantoid ships look, personally. Buy this on sale, though.

Stellaris

Excellent

This game takes the timeless classic theme of 4X and seamlessly puts it in a galactic context. I would highly recommend this game to anyone looking for a good strategy game in general. The DLC, while expensive, do add important features (except for the species packs, but those are pretty much just cosmetic). Overall, as with all Paradox games, please try to buy this game and its DLC on sale.

Hearts of Iron IV: Waking the Tiger

China

This DLC adds much-needed flavor and extra features to an oft-forgotten theatre of the Second World War, the Chinese Theatre. The addition of expanded focus trees for Japan and the addition of focus trees to many Chinese nations allow players to immerse themselves within the history and politics of this forgotten front. I would recommend this DLC to any players with an interest in the war in China, Japanese politics, or anyone looking to make a Communist Japan. As always, please buy this on sale.

Hearts of Iron IV: Together for Victory

China

This DLC adds flavor and character to an oft-forgotten theatre of World War II, the Chinese theatre. The new focus trees for the Chinese nations are very interesting, and provide a historical perspective into the game.

Europa Universalis IV: Golden Century
 – 

Spain DLC

This DLC adds flavor and character to the first colonizers, Iberia, along with their historical enemy, the Muslim nations of North Africa. The new mission trees for the nations are very interesting, and provide a historical perspective into the game, while the flagship feature is fun to have. I would buy this on sale.

Stellaris: Synthetic Dawn Story Pack

Dawn of the Machines

This Story Pack allows players to play as sentient robots and dominate the galaxy. It provides a welcome break from playing as a simple carbon-based organic lifeform. I would highly recommend this to players who would like to play as machines. As with almost all Paradox DLCs, try to get this one on sale.

Europa Universalis IV: Rule Britannia

Britannia

This Immersion Pack adds very nice mission trees for the nations of the British Isles. It also adds 2 small global mechanics, those of innovativeness and naval doctrines. These mechanics are useful, but they are in no way essential. I would buy this on sale if possible.

Europa Universalis IV: Wealth of Nations
 – 

Expanded trade

This DLC expands the trade system in EUIV, and it also adds extra features to the Hindu and Reformed religions. Personally, I found the addition of features to Hindu states made playing in India far more interesting, and the addition of features to Reformed provides a nice balance to playing as a Protestant nation. I would buy this on sale if possible.

Trade mechanics

This DLC, while pushed to the bottom of most players' lists of DLCs, does offer some handy features, namely naval missions, and it expands the experience as a merchant republic. I would recommend to get this on sale, as it is non-essential.

Crusader Kings II: The Republic

Medieval Capitalism

This DLC allows a player to access Merchant Republics, which offer an entirely new play style focused on the acquisition of wealth. Definitely worth it if you think capitalism in the medieval era is interesting or are just looking for a new spin on things.

Small DLC

This DLC makes a few small changes to the Netherlands (in the form of the Dutch Republic), and Poland. I would recommend buying this on sale, as it offers very few features otherwise.

Crusader Kings II: Jade Dragon
 – 

China

This DLC allows a player on the eastern side of the map to interact with the Chinese Empire, and introduces two major trade routes: the Silk Road, and the Sub-Saharan trade route. It also includes some new Casus Belli and a couple other quality-of-life features, along with unlocking the Taoist religion. I would recommend this DLC for almost any player wishing to play east of Constantinople (or Istanbul), and it complements well with Rajas of India or Sword of Islam, which allow play of Muslim or Indian nations.
