Its not as outdated as many games from that era, and still gives a solid gameplay in 2023

Must have for train enthusiasts, but at the same time the whole game should handle trains better (buggy routes, sometimes you cannot place them in normal ways without mods etc)

This DLC also needs the leviathan exp due to game mechanics which is not good, but if you enjoy playing in Africa this is quite a game-changer. If you don't, the AI is not gonna bother you very much, the AI doesn't both with forming new nations (or maybe I am just unlucky) Portugal and Spain have a little bit harder time colonizing and that's it.

This is a minor dlc, with some average changes, but it is recommended for only hardcore cities skyline players.

It has nice additions such as spies, agencies, QoL changes, but sadly the core is still not as good as it should be after 4 years of the release (the pacific war isn't happening, Japan acts weirdly (sometimes lose against china, sometimes they even take Africa)

The buildings look great at summer but the winter version lcks the "wintery" extra

I only recommend this however if you have every other dlc since it is only a visual dlc it does not change the gameplay anyway

However, I still have no idea why it is separate from the dharma expansion

If you like to play in Asia, esp. as China this is a must-have, but it also contains new features for all nations like age bonuses.

It has some nice bonuses like having mercenaries, and better government mechanics, but it doesn't change too much.
